What is Targeting
The process of selecting targets and matching the appropriate response to them, considering operational requirements and capabilities.
Targeting is the process of fusing Intel and Ops
Targeting is used to focus effects to achieve the commander’s intent

- PIRs must be tied to a decision point
- (Fusion) S2 &S3 must coordinate the collection effort and targeting effort
What are the positive effects of target management?
Offensive Operations
- Applies constant pressure on the Adversary Operational cycle
- Targets entire insurgent movement vs. individuals
Precision Targeting
- develops an adaptive offensive strategy that is effects-based and applies operational patience for higher gains
- Minimizes collateral disruption among the populace and creates IO opportunities
- Identifies Intel gaps
- Prioritizes and synergizes operational effort
Long term implication: Allows forces to Identify, Target, and Destroy cells and networks
What are the Targeting Principles
It should increase the probability of creating desired effects
1) Focused: on achieving the CDRs objective
2) Effects Based: through lethal and nonlethal actions
3) Interdisciplinary: A CMD function that requires the participation of many disciplines
4) Systematic: seeks to achieve effects through lethal and nonlethal actions in a systematic manner
5) Directs: Targeting directs lethal and nonlethal actions to create desired effects
What is Targeting Guidance?
It describes the desired effects to be generated by scalable fires, physical attack, and cyber against enemy and adversary operations

What is a Target?
is an entity or object that performs a function for the enemy considered for possible engagement
What are Target Characteristics
Physical: Discernible to the five senses
Functional: What the target does and how it does it
Cognitive: How target process information or exercise control functions
Evironmental: Effect of the envirnoment on the target
Temporal: Targets vuneralbility to detection, attack, or other engagement in relation to the time available

Deliberate: prosecutes planned targets

Decide: Provides overall focus and sets priorities for intel collection and attack planning

What is a COG
Explain COG Analysis
COG: a source of power that provides moral or physical strength, freedom of action, or will to act
Identify Critical Capabilities: necessary for the COG to function (usually a verb)
Identify Critical Requirements: essential condition, resource, and means for a CC to be operational

Identify Critical Vulnerabilities: an aspect of a CR that is vulnerable to attack (HVTs)
What is CARVER
To determine the military importance of target Components, the priority of attack, and weapons required to obtain a desired effect
Criticality: How much will destroying this target affect the enemy
Accessibility: Can I get to the target (directly or indirectly)
Recuperability: How long will it take them to fix/ replace the target
Vulnerability: With what I have can I affect the target
Effects on Population: What are the positive and negative effects of doing what im doing
Recognizability: Can i ID the target when I am close to it
