Q

What is the Jefferson’s method?

A

1) Give each state it’s lower quota
2) divide each state population with a modified divisor less than the standard divisor
3) the modified divisor should make the state receive its modified lower quota of seats so the correct number of seats can be apportioned.

Q

What is Huntington-Hill method?

A

After finding the standard quota, the person needs to determine the Huntington-Hill rounding cutoff by square rooting the lower quota multiplied by the upper quota

1) if the standard quota is less than the rounding cutoff, round down to the lower quota
2) if the standard quota is greater than or equal to the rounding cutoff, round up to the upper quota.
