Fiscal Federalism
government’s patterns of spending, taxing, and providing grants to influence state and local government.
Block Grants
grants from the federal government that give local/state governments a lot of freedom to spend money.
Categorical Grants
federal grants for specific purposes.
Federal Mandates
national government requirement that states must meet if they are to receive certain federal funds/terms set by the national government that states must meet if they are to receive certain federal funds.
Unfunded Mandates
requirement a state has to fulfill even if they don’t receive money/terms set by the national government that states must meet whether or not they accept federal grants.
Necessary and Proper Clause
allow Congress to pass all laws “necessary and proper” to its duties.
Cooperative Federalism
the idea that federal and state governments share power.
Enumerated Powers
powers given to the national government alone.
Reserved Powers
powers given to the state’s government alone.
Concurrent Powers
powers shared by national and state governments.
Federalists
favored strong national gov./support the U.S. Constitution
Anti-Federalists
favored strong state gov./support the A.O.C
Implied Powers
powers that are granted to the gov. but are not listed in the Constitution.
Pluralist Democracy
no one group dominates politics and organized groups compete with each other to influence policy.
Participatory Democracy
a government in which citizens participate directly.
