Expenditures that are determined not by a fixed amount of money appropriated by Congress but by how many beneficiaries there are for a program
House Ways and Means Committee
The House of Representives writes tax codes, subject to the approval of Congress
Senate Finance Committee
Along with the House Ways and Means committee, writes tax codes subject to the approval of Congress
Congressional Budget and Impoundment Control Act of 1974
Set debt ceiling, made a fixed budget, told president whether or not he can deficit spend
Congressional Budget Office
Advises Congress on the probable consequences of its decisions, forecasts revenues, and is a counterweight to the President’s OMB
Budget Resolution
A resolution binding Congress to a total expenditure level, supposedly the bottom line of all federal spending for all programs
Reconcilliation
A congressional process through which program authorizations are revised to achieve acquired savings
Authorization bill
An act of Congress that changes a government program or entitlement. Specifies program goals and maximum expenditures for programs
Appropriations bill
An act of Congress that actually finds programs within limits established in authorization bills
Continuing resolutions
When Congress cannot reach agreement and Congress takes last years budget and use it till they get the new budget
