Congress issued this to bring order to western settlement and get a reliable source of income since they couldn’t tax. Organized into townships of 36 sections. Each of the 36 sections was 1 square mile (640 acres) and 1 of them was set aside for public education and 4 set aside for the use of the federal government. Sold at $1 per acre.
