Made from ‘Hundred Days’. Alliance of Austria, Russia, Britain and Prussia would continue to exclude Bonaparte dynasty from France. Congresses would be held so allies could discuss common interests and measures to retain peace. Basis of congress system.

Holy Alliance
A
All if European rulers, except Pope, Sultan, British. Designed to instill the rights of kings and Christian values, protect religion, peace and justice. Not taken seriously by powers until 1820 revolt outbreaks, and it came into effect.
