Encourages excessive consumption, promotes discounts 25% below ordinary unless on licensed premises or in the catalogue of an off-licence, holds a promotion with 25% discount which can be seen or heard outside the premises, promotes free alcohol unless sampling at off licence or cannot be seen or heard outside, offers prizes for purchase, or promotes with special appeal to minors.
