CAR part 5
is required to open lines of communication with the State of
Design and/or the Stateof Manufacture so thatthe Authority can receive all safety bulletin sand airworthiness directivesfor each type of aircraft operating inthe Republic of the Philippines.
The authority
The set of processes by which an aircraft, engine,propeller or part complies with the applicable airworthiness requirements and remains in a condition for safe operation
throughout its operating life.
- Continuing Airworthiness
Means an alteration is not listed in the aircraft,aircraft engine,o propeller specifications that might appreciably affect weight, balance, structural strength, performance, power-plant, operations, flight characteristics, or other qualities affecting airworthiness; or that is notdone according to accepted practices.
- Major Modification
A certification confirming that the maintenance work to which itrelates has been complied with in accordance with the applicable standards of airworthiness, using approved data.
- Maintenance Release
that if improperly done might appreciably affect weight, balance, structural strength, performance, power-plant, operations, flight characteristics, or other qualities affecting airworthiness; or that is not done according to accepted practices
- Major Repair
Simple or minor preservation operations and the replacement of small standard parts, not involving complex assembly operations.
- Preventive Maintenance
The restoration of an aircraft/aeronautical product using methods,techniques, and practices acceptable to the Authority, including disassembly, cleaning, and inspection as permitted, repair as necessary, and reassembly; and tested in accordance with approved standards and technical data, or in accordance with current standards and technical data acceptable to the Authority
- Overhaul.
The restoration of an aircraft/aeronautical product by using methods, techniques, and practices acceptable to the Authority, when it has been disassembled, cleaned, inspected as permitted, repaired as necessary, reassembled, and tested to the same tolerances and limitsas a new item, using either new parts or used parts that conform to new part tolerances and limits.
Thiswork will be performed by only the manufacturer or an organization approved by the manufacturer, and Authorized by the State of Registry.
- Rebuild
A document signed by an authorized representativeof an approved maintenance organization (AMO) in respect of an inspection, repairor modificationon a complete aircraft, engine or propellerafter ithas received a Maintenance Release for the maintenance performed at an AMO.
- Return to service (RTS)
The Contracting State which approved the original type certificate and any subsequentsupplemental typecertificates foran aircraft, or which approved the design of an aeronautical product or appliance.
- State of Design.
The State having jurisdictionover the organizationresponsibleforthe final assembly of the aircraftengine or propeller.
- State of Manufacture
The Contracting State on whose register the aircraftisentered.
- State of Registry
Thisregulation prescribes the requirements for—
- Certification of aircraft and aeronautical components;
- Issuance of Certificate of Airworthiness and other certifications for Aeronautical products;
- Continued airworthiness of aircraft and aeronautical components;
- Rebuilding and modifications of aircraft and aeronautical components;
5.Maintenance and preventive maintenance of aircraft and Aeronautical components; - Aircraft inspection requirements; and
- Air operator aircraft maintenance and inspection requirements.
