Who makes the MMEL for an aircraft?

A

Initially the company that makes the aircraft. The plane will leave the factory with an MMEL.

Then TC will add (never subtract or contradict the base MMEL) more restrictions to make it safer.

Then the company will make their own additions, will send it back to TC for approval. Once approved, it is known as a MEL.
