AIM-J 1023
No person to act as PIC of an aircraft used in air transport service unless they have gained the approval of the MLIT with regard to the knowledge and skill for pilot in command.

No person on board shall commit an act which:
- impedes the **safety** of the aircraft - inflicts **damage** of any person or property - disturbs the **order** on board - breaks **discipline** on board

- E - equipment - operate or impair emergency equipment
- E - Exits - operate the handle of an emergency exit without proper reason
- E -electronic Devices - operate cellular phone or PED without proper reason
- C - crew - obstruction of any onboard crew.

What action may the PIC take regarding any person who impairs the the operational safety of the aircraft?

- restrain any such person
- disembark any such person
from the time the moment all external doors are closed for take off until any such door is open for disembarkation.

Cat I : Criminal act: eg Hijack, Terrorism, injury, violent language
Cat II: Safety Impeding Acts; (8 safety impeding acts)
Cat III: Security Disturbance Acts; disorderly or undisciplined, smoking (not in lavatory), indecency
Punishments

Action to be taken in response to Cat II Unlawful (Safety Impeding) Acts.
- CSM should ask passenger to stop committing the act.
- CSM should report to the PIC
- If passenger doesn’t stop, PIC should instruct the CSM to issue a prohibition order.
- PIC shall ask other staff members or trustworthy passengers to watch over the offending passenger.
- PIC shall report the incident via the dispatcher

of any object caused by an aircraft.
