California Water Commission
Provides a public forum to discuss water issues, advises DWR, and takes appropriate statutory action for the development of policy that supports integrated and sustainable water resources management and a health environment.
Delta Protection Commission
Committed to the Protection and Health of the Delta. They protect, maintain, enhance and enrich the overall quality of the Delta environment and economy.
Delta Stewardship Council
The Delta Reform Act created the DS Council to achieve the co-equals goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place.” (CA Water Code SS 85054)
State Water Regional Control Board (SWRCB)
Water Board
has jurisdiction throughout California. Created by the State Legislature in 1967, the Board protects water quality by setting statewide policy, coordinating and supporting the Regional Water Board efforts, and reviewing petitions that contest Regional Board actions.
The Water Board mission is to preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations.
Central Valley Flood Protection Program
-the goal of providing the highest
level of flood protection possible to California’s Central Valley, while also considering environmental
and habitat concerns,
-Work closely with local agencies, DWR, & Army Corp
-CVFPP works in the capacity of regulatory Role
CA Water Commission Statutory Duties
As Govern appointed and Senate Confirm members, their statutory duties include advising the Director of DWR, approving rules and regulations, and monitoring and reporting on the construction and operation of the State Water Project.
Regional Water Quality Control Boards (Regional Boards)
- There are nine regional water quality control boards that exercise rulemaking and regulatory activities by basins.
- To develop and enforce water quality objectives and implementation plans that will best protect the beneficial uses of the State’s waters, recognizing local differences in climate, topography, geology and hydrology.
United States Army Corp of Engineers (USACE)
- USACE has been the primary source of funding for flood improvement projects, the State and many local government agencies have stepped forward in recent years to provide funding for projects as well.
- In its agreements with USACE, the CVFPB fulfills the State’s cost-sharing responsibilities to the federal government by providing lands, easements, rights-of-way, relocation, and cash payments for USACE-constructed or cost-shared flood control projects.
- They fund Project Levees and do not support growth inducing projects
DWR’s Mission
To manage California’s water resource in collaboration with others to benefit the State’s People, and to protect, enhance, and restore the natural and human environment
