AFP CODE OF ETHICS Flashcards
To enhance professionalism, promote
honesty and integrity in the military service,
instill ethical standards and inculcate a
strong sense of public accountability
among military and civilian personnel in the
pursuit of a common commitment against
graft and corruption in the AFP.
MISSION OF OESPA
● To ensure the implementation of the AFP Code of
Ethics especially its integration, internalization and
institutionalization.
● To pursue a continuous organizational development
process to suit AFP’s ultimate vision to eradicate graft
and corruption in the military establishment.
● To conduct continuous education and information
dissemination program towards the professionalization
of the AFP.
● To collect, analyze and compile all sworn statements of
assets and liabilities of military personnel and
permanent civilian employees of the AFP
FUNCTIONS OESPA
● To receive complaints/ reports, to inquire into the same
and to conduct overt/ covert investigation on violations
by military and civilian personnel of the AFP of the
following laws, rules and regulations:
● RA 6713 (Code of Conduct and Ethical Standards for Public
Officials and Employees) and the implementing rules
thereof;
● RA 3019, as amended (Anti-Graft and Corruption Practices
Act);
● 1379, as amended (An Act Declaring Forfeiture in Favor of
the State any Property Found to have been Unlawfully
Acquired);
● Penal Code, Title Seven, Crimes Committed by Public
Officers in relation to AW 94 (Various Crimes) and AW 95
(Fraud Against the Government) with regards to active and
retired military personnel;
● such other allied laws, AFP regulations and existing policies.
FUNCTIONS OF OESPA
● To evaluate, prosecute and monitor civil, criminal and
administrative cases related to acts violative of the laws
mentioned in para 5, hereof.
● To integrate and synthesize for the CSAFP all AFP
policies and regulations, as well as, pertinent data
gathered from field units that have direct bearing on
OESPA’s mission.
● To process and issue appropriate clearances.
● To exercise technical supervision over the Major
Services OESPA.
● To carry out such other functions as the CSAFP may
deem it proper for OESPA to perform
FUNCTIONS OESPA
Per Para 3.3, ART VII- General Provision of the
AFP Code of Ethics 2004,.

headed by the Vice Commanders for the Maj Svcs,
Deputy Commanders for Area Commands and
AFPWSSUs, Asst Div Comdrs for the Inf Div, Bde
Dep and Ex-O for the Inf Bdes, and Bn Ex-O for the
Inf Bns or its equivalent in the Navy and Air Force
to spearhead the effective promotion of the
program of action for the institutionalization of the

The members of the AFP are public servants who
are oath-bound to fulfill the lofty mandate of the
Constitution

on an organized body of knowledge and in
accordance with laws and/or Code of Ethics with
the highest degree of excellence in the
accomplishment of the mission.
- Professionalism
Every member of the AFP shall observe the following as
guidelines in the discharge of their official duties

All military personnel shall be loyal and true to the
Republic of the Philippines, the Constitution, the AFP and to
the people at all times.
a. Standard ofLoyalty

All military personnel must possess the knowledge,
skill, physical attributes and character traits necessary to
attain
outstanding
performance
of
duty
and
accomplishment of the mission.
b. Standard of Competence

Every military personnel must observe and conform
to the accepted principles of right conduct being observed
in the society of which he/she is a part
c. Standard of Ethics
.
Man is also a moral being who is given the capacity
to determine what is right and do it and what is wrong and
avoid it.
d. Standard of Morals
Behaviors that fall short of the professional standard
set forth in this Code are considered unprofessional acts

CATEGORY OF UNPROFESSIONAL ACTS
• Acts or omissions betraying one’s faith, duty and
commitment
to
God,
country,
people,
Constitutional Government, AFP Chain of
Command, unit or office and its mission
ACT OF DISLOYALTY
Refer to the lack of the required knowledge, skills,
physical attributes and character traits necessary for
the
adequate
performance
of
duty
and
accomplishment of mission.
Acts of incompetence
Refer to all acts or omissions which deviate from
established and accepted ethical and moral standards
of behavior and performance as set forth in this Code.
UNETHICAL ACTS
All acts or omissions described and characterized
as crimes against public interest, public morals,
property, chastity, civil status of persons, and
honor. It involves dishonesty, injustice and
immorality, committed by any military personnel in
connection with his office, position, rank or
influence to obtain material gain or personal
interest or advantage, causing damage to any
party including the government.
CORRUPT ACTS
● This Code is upheld at all times
● Commanders shall set the example and
responsible for the implementation
● All chaplains shall actively participate and
assist in the internalization
● All AFP members should take oath
Compliance
● All AFP courses and training programs
● Incorporated in the Constitution and by-laws of
associations recognized within AFP
● Include questions in all AFP membership and
Promex
● Taken up during TI&E
● 11 October – AFP Code of Ethics Day
● Undergo a seminar to any officer designated to a
key position
● Knowledge of the AFPCOE is a requirement for
promotion
