A

There is a spring with a pre-set limt applied to the tab. Once that limit is exceeded the bellcrank breaks and the spring assists in the deflection of the rudder

A

Much the same as a stabilator. The control moves the leading edge of the tail plane, this in turn requires less deflection and produces less parasite drag
