What does the care act 2014 say?
Three point test
1. Adult has needs for care and support
2. Experiencing or at risk of abuse/neglect
3. As a result of the needs, can’t protect themselves from the risk/experience
Local council must inv people in decision about their care and support needs
They have a right to an INDEPENDENT ADVOCATE- independent of local authority
Who is at risk?
Older person

Learning difficulty
