Reporting Senior
CO’s and OIC’s
Delegated Reporting Seniors
Delegation of reporting senior authority is a transfer of authority.
Who are the Immediate Superiors in Command (ISICs)
Reporting seniors for their CO which will take his authority in case the CO becomes impaired
Enlisted Reporting Seniors
Chief Petty Officers
May act as reporting seniors for E-4 and below only.
Raters and Senior Raters
Rater is E6 (E1-E4)
Rater is E7 (E5-E6)
Senior Rater (Officer-Div Officer/Dept Head)
Performance Counseling
- It’s CO’s program. Methods are up to the CO
- Must be provided at MID-POINT of PERIODIC REPORT cycle
- Objective is to provide FEEDBACK, MOTIVATE and ASSIST improvement
Types of REPORTS
How many and what are they
- Regular reports
- Concurrent reports
- Operational commander reports
Regular reports
- FOUNDATION of Performance Record
- Must be submitted PERIODICALLY
- Must covers DAY-FOR-DAY all ACTIVE DUTY, RESERVE DUTY, except for initial entry period
Concurrent Reports
Record of significant performance for:
- Active Duty and FTS fulfilling ADDITIONAL DUTY or TEMP ADDITIONAL DUTY
- Reserve supporting Active Duty and/or cross-assigned billets
-Optional unless directed by Higher Authority
Operational Commander Reports
- Optional
- Submitted only for CO or OIC by Operational Commanders who are not their regular Reporting Seniors
Administrative Blocks
- Identifies the report
- Define the context it was received in
- Permits computerized compliance audits by NAVPERSCOM to assure FAIRNESS to all members and reporting seniors
Admin Blocks: 1, 3-19, 22-26, 44(Chief), 48(Eval)
Trait Grades
1.0 (poor performance) - 5.0 (above standards)
Trait grades cumulative average for most should be between 2.0 - 4.0 range.
“Two-Blocking” is detrimental for 2 reasons:
-Summary group and cumulative trait grade averages will be available to DETAILERS and SELECTION BOARDS for comparison
-Reporting Senior cannot allocate accurate PROMOTION recommendation if trait grade averages are the same
Comments Block
- Should always be based on verifiable facts.
- Give examples of performance and results
- Do not include classified matter, marital status, medical reports, etc.
- Space is limited, avoid puffed-up adjectives and get directly to performance
- Quantify wherever possible
- Avoid stock comments that make everyone sound the same
Promotion Recommendation Summary Group
-Should be consistent with trait grades, individual trait grade, and the written comments on performance.
Misconduct Reporting
- FITREP’S, CHIEFEVAL’s, EVAL’s shall not be downgraded as a punishment for misconduct under UCMJ.
- Only misconduct that has been concluded and established through reliable evidence should be taken in account for FITREP’s, CHIEFEVAL’s, and EVAL’s.
Responsibilities and Rights of members regarding EVAL
- Must sign and receive a copy at the time of signature of all Regular Reports unless impossible
- Right to submit statement at the time of the report or TWO years after.
- Statement must be endorsed by original Reporting Senior and forwarded to NAVPERSCOM
- Right to REVIEW all records
- Responsibility to ensure all Records are complete
What are the three types of Naval correspondence?
- Standard Letter
- Endorsements
- Memorandums
Standard Letter
- Used to correspond officially within or outside the DOD.
- Margins: 1 in from top/bottom/left/right
- Font: Times New Roman
Letter Order:
From, To, Via, Subject, Reference, Enclosure, Letter Body, Signature, Copy To
Endorsement
- Used to forward comments, recommendations, or information.
- Mostly used to transmit correspondence through chain of command
Memorandum
- It is a less formal way to correspond within an activity/command.
- May be used for routine official business or as informal means of communication

Purpose of UCMJ
It promotes GOOD ORDER and DISCIPLINE and provide a basis for the administration of justice for the Armed Forces.
Who is subject to UCMJ?
- Members of active and reserve components of the Armed Forces
- Volunteers from their time of their muster or acceptance into the Armed Forces
- Retired members who are entitled to pay
What are the three types of court-martial?
- Summary
- Special court-martial
- General
Summary Court Martial
- Lowest authority to convene: BATTALION COMMANDER
- Active duty Captain or higher
- Less official
Any punishment not forbidden by UCMJ may be adjudged, except:
- confinement > 1 month
- hard labor w/o confinement >45 days
- restriction >2 months
- pay forfeiture >1 month
- reduction >1 rank for E-5 and above
- can be refused and request Special or General Court-martial.
Special Court-martial
- Lowest authority to convene: SQUADRON/BATTALION COMMANDER
- Military judge ALONE or MILITARY JUDGE and minimum 3 active duty ARMED SERVICE MEMBERS
May adjudge punishments:
- confinement for 6 months
- hard labor w/o confinement for 3 months
- pay forfeiture of >2/3 of pay for 6 months
- bad conduct discharge
- reduction in rank
General Court-martial
- Lowest authority to convene: COMMANDING GENERAL of a DIVISION, WING, BASE
- Military Judge ALONE or Military Judge and minimum 5 active duty SERVICE PERSONNEL
- May adjudge ANY PUNISHMENT not forbidden by UCMJ
Purpose of NJP
-Ability to maintain GOOD ORDER and DISCIPLINE
When is NJP administered?
-Minor offenses of UCMJ
Minor offense
Any offense that MAX SENTENCE if tried by General Courts-martial doesn’t include DISHONORABLE DISCHARGE or CONFINEMENT >1 year
Sexual Assault
Intentional sexual contact, characterized by:
- use of FORCE
- physical threat
- abuse of authority
- victim DOES NOT or CANNOT consent
Sexual Assault is a criminal act.
Sexual Harassment
Unacceptable and unprofessional behavior for military/civilian personnel dealt with through the LEADERSHIP and SUPERVISORY structure.
Equal Opportunity Policy
Provide equal opportunity for ALL military members regardless of:
- Race
- Color
- Creed
- Sex
- Age
- National origin
Hazing
Any conduct that causes suffering or exposure to an activity which is cruel, abusive, humiliating, or oppressive.
It can be verbal or psychological in nature.
Any member accused is subject to disciplinary action under Article 92 of the UCMJ.
Fraternization
Undue FAMILIARITY or INFORMALITY between and among ranks.
Navy Suicide Prevention Program
Description and Elements
Suicide program is a preventable personnel loss that impacts unit readiness, morale, and mission effectiveness.
The 4 elements of the Navy Suicide Prevention Program are:
- Training
- Intervention
- Response
- Reporting
What is EDVR and its purpose?
The Enlisted Distribution Verification Report is a monthly statement of an activity’s enlisted personnel account. It lists all individuals assigned and provides a summary of the manning status and activity.
Enclosure
- Prevents a letter to become too detailed
- Enclosures must be marked on 1st page of letter
- When enclosure cannot be sent with letter, send it separately and type “sep cover” after enclosure’s description
Use of Letterhead Stationary
- Only for official matters of the command
- When corresponding as a member of DON approved board or committee
- Authorized to use by COMMANDERS, OIC’s, DIRECTORS
Typeface
Official correspondence: Times New Roman 12-point
Informal correspondence: Courier New 10 to 12-point
Electronic Records
Any information recorded in a form that only a computer can process and meets definition of a Federal record.

- From-To Memorandum
- Plain-Paper Memorandum

From-To Memorandum
- Informal, may be handwritten
- May be directed to one or more addressees
Letterhead Memorandum
- Used for routine matters that neither make a commitment nor take an official stand
- More formal
Decision Memorandum
Used only when requesting APPROVAL/DISAPPROVAL from a single addressee
Memorandum of Agreement/Understanding
Used to document mutual agreements of facts, intentions, procedures, future actions, etc.
