It seems to me like/I think it is going to rain.

A

Me parece que va a llover.

w/parecer - if simple statement of opinion, use indicative

verbs of the cabeza Comprender (to understand), creer (to believe), estar seguro (to be sure), parecer (to seem), pensar (to think), and suponer (to assume) are all indicative as they indicate what the subject knows, believes, thinks to be true and part of reality. UNLESS it is a negative then it is subjunctive and UNLESS there is an adj or noun after parecer
Me parece interesante que eso sea la regla!

Q

I don´t think it is going to rain.

A

No me parece que vaya a llover.
The indicative mood is used when parecer is in its positive form since it is used to indicate how something is perceived. However, adding “no” to the verb adds uncertainty, sort of like saying, “I doubt this will happen.” Therefore, when using no parecer, the subjunctive mood is needed for the following verb.

A

¿No le parece que es un poco tarde?
not sure why, I think it is actually an affirmation
asking LC

from Lorena - Este caso es un poco especial porque se trata de una pregunta retórica. La persona está esperando que el oyente le dé la razón y le diga “sí, es tarde”. En este tipo de preguntas se usa el indicativo en la segunda parte aunque haya un “no” con parecer. Por lo tanto es correcto decir:

¿No parece que es un poco tarde?
