It is not being honored. In VS or OPEN CLB (DES)

Select the point in the FMS, Insert Next WPT, +/- NM

No. NAV must be engaged.

Dry - RWY dry, vis >3/4 sm or RVR 4000.
Wet - RWY wet, vis <3/4 sm or RVR4000
Short - RWY < 7k ft
