A
  • Identify as early as possible, what the various expectations (time and money) the client has and also determine which parameters are more important, if all cannot be achieved.
  • Review what aspects the client wishes to retain control of (design, operation, maintenance)
  • Construction logistics (prisons add 30% to construction costs)
  • Special projects and special risk profiles require wider consdieration
