Term: Alcohol
Definition: Ethyl alcohol, hydrated oxide of ethyl, or spirits of wine, produced from any source or by any process.
Alcoholic Beverage
Definition: Any liquid or solid containing alcohol, spirits, wine, or beer with a minimum alcohol content of one-half of one (1) percent by volume, fit for beverage purposes either alone or when mixed with other substances. It includes intoxicating beverages and low point beer.
Term: Gathering
A party, gathering, or event where three or more persons assemble or are assembling for a social occasion or social activity.
Term: Intoxicating Beverage
Definition: Beverages containing more than three and two-tenths percent (3.2%) alcohol by weight.

Definition: The costs associated with responses by law enforcement, fire, and other emergency response providers to a gathering, including salaries, benefits, medical treatment, equipment repair, and other allowable costs related to enforcing Section 8.08.295.
Term: Consumption of Alcohol by Minor in Public Place, Place Open to Public, or Place Not Open to Public
Definition: It is unlawful for any minor to (a) consume alcohol at any public place or place open to the public, or (b) consume alcohol at any place not open to the public, unless supervised by a parent or legal guardian, except as permitted by state law.
Term: Hosting, Permitting, or Allowing a Party, Gathering, or Event Where Minors Consuming Alcoholic Beverages Prohibited
Definition: The person in control of any premises must take reasonable steps to prevent minors from consuming alcoholic beverages at gatherings held on the premises. Violations may result in criminal punishment and the responsibility to cover response costs.
Term: Exceptions
Definition: This section does not apply to alcohol consumption exclusively between a minor and their parent or legal guardian, family activities in the family home with supervision, or religious practices involving alcohol.
Term: Penalty
Definition: Violation of this section is deemed a Class A offense, punishable by a fine of Five Hundred Dollars ($500.00), imprisonment not exceeding sixty (60) days, or both, along with court costs and statutory penalties.
Term: Reservation of Legal Options
Definition: Violations may be prosecuted by the City of Edmond criminally, civilly, and/or administratively, and the City may seek administrative fees and response costs related to enforcement through various remedies or procedures.
