Beat accountability
is an officer taking responsibility for identifying beat problems
and providing police services in an assigned geographic area.
600-02
Uncommitted Duty Hours
Time available during officers’ shifts when they can conduct self-initiated activities or be assigned activities by their supervisors. 600-02
Engage (Vehicle Pursuit)
For this General Order, when a primary or secondary unit is directly following the fleeing vehicle or traveling to a position where the unit will then directly follow the fleeing vehicle. 600-04
Evaluating the Risk of Injury 600-04 Vehicle Pursuits
When evaluating the risk of injury during a motor vehicle pursuit, each officer and supervisor shall consider the totality of the circumstances, including but not limited to the following factors:
a. The relative performance capabilities of the fleeing vehicle and the officer’s vehicle.
b. Road, lighting, and weather conditions.
c. Population density and time of day.
d. Traffic conditions, including the presence and number of motor vehicles, bicycles, and
pedestrians.
e. The speed of the fleeing vehicle and the officer’s vehicle, especially in relation to the speed
limit and customary flow of traffic.
f. The effect of the speed of the involved vehicles on stopping distance.
g. The distance between the primary and secondary units and the fleeing vehicle.
h. The officer’s reaction time at the current speed.
i. The likelihood that any involved vehicle may crash under the current circumstances.
j. The nature and severity of injuries to any person from a possible crash under the current
circumstances.
k. The possibility that the motor vehicle pursuit would cause an additional risk of secondary
crashes.
I. The duration of the motor vehicle pursuit.
Supervisor responsibilities in pursuit
When supervising a motor vehicle pursuit, the designated field supervisor shall constantly and continuously evaluate the risk of harm and the need to immediately apprehend the suspect. The supervisor shall order the termination of the pursuit if the supervisor determines that the risk of injury outweighs the need to immediately apprehend the suspect. 600-04
Resources needed in pursuit
Dispatcher shall designate initial pursuing vehicle as the primary. Shall designate a secondary unit and field supervisor. If available, shall designate a PIT certified unit, police helicopter, and canine and secondary. 600-04 pg.8
Active Shooter
One or more suspects who participate in a random or systematic shooting
spree, demonstrating intent to continuously harm others. An active shooter’s overriding objective appears to be that of mass murder rather than other criminal conduct such as robbery or hostage taking. 600-05
Barricaded Suspect
Any person who:
a. Has demonstrated capability and/or stated the intent to cause death or serious bodily injury to any person, including himself, and
b. Has achieved tactical superiority by location or the use of a physical obstruction (e.g., an open field, a building, a vehicle, any natural or man-made barrier). 600-05
Face to Face communications
Communications in which an officer in the kill zone is not using cover or concealment and is able to see and be seen by the suspect. 600-05
Hostage Situation
Any incident in which the possibility exists or the available information
indicates that a barricaded suspect may be holding a hostage. 600-05
Inner Perimeter
The area of containment closest to the suspect. 600-05
Kill Zone
Any area in which a suspect can fire or use a weapon that could kill or injure a
person. 600-05
Outer Perimeter
The area of containment that prevents outsiders from interfering with or
being endangered by the threat situation. 600-05
Safe Route
Directions to the scene for responding officers that direct them around the kill
zone. 600-05
Special Threat Situation
Any situation involving a sniper, barricaded suspect, hostage
situation, active shooter, terrorist activity, or threatened suicide involving a weapon or from an elevated structure such as a bridge or building. 600-05
Terroristic Activity
Any in-progress act of violence or threat thereof that creates or is designed
to create fear of death or imminent bodily injury in the minds of others and is intended to intimidate governments or citizen populations in the pursuit of goals that are generally political, religious, or ideological. 600-05
Family Violence Texas Penal code
An act by a member of a family or household against another member of the family or household that is intended to result in physical harm, bodily injury, assault, or sexual assault or that is a threat that reasonably places the member in fear of imminent physical harm, bodily injury, assault, or sexual assault, but does not include defensive measures to protect oneself. 600-06
Assault
A person commits an offense if the person: (1) intentionally, knowingly, or recklessly causes bodily injury to another, including the person’s spouse; (2) intentionally or knowingly threatens another with imminent bodily injury, including the person’s spouse; or (3) intentionally or knowingly causes physical contact with another when the person knows or should reasonably believe that the other will regard the contact as offensive or provocative. (Texas Penal Code section 22.01(a)).

Bodily Injury
Physical pain, illness, or any impairment of physical condition. (Texas Penal
Code section 1.07(8)). 600-06
Dating Relationship
A relationship between individuals who have or have had a continuing
relationship of a romantic or intimate nature. The existence of such a relationship shall be determined based on consideration of: (1) the length of the relationship; (2) the nature of the relationship; and (3) the frequency and type of interaction between the persons involved in the relationship. A casual acquaintanceship or ordinary fraternization in a business or social context does not constitute a dating relationship. (Texas Family Code section 71.0021 (b and c)). 600-06
Abuse
For this General Order, a parent, guardian, or caretaker causing mental or emotional injury to a vulnerable person that results in an observable and material impairment in the person’s growth, development, or psychological functioning, and/or causing bodily injury or threat to a vulnerable person, excluding accidental injury or reasonable discipline by the parent or guardian of a child. 600-15
Caretaker
A guardian, representative payee, or other person who by act, words, or course of
conduct has acted to cause a reasonable person to conclude there is an acceptance of responsibility for protection, food, shelter, or care for a vulnerable person. 600-15
Disabled Adult
A person who is age 18 or older with a mental, physical, intellectual, or
developmental disability that substantially impairs the person’s ability to adequately provide for the person’s own care and/or protection. 600-15
Exploitation
For this General Order, the illegal or improper act or process of a caretaker, family
member, or other individual who has an ongoing relationship with a vulnerable person that involves using, or attempting to use, the resources or identifying information of that person for monetary or personal benefit, profit, or gain, without the informed consent of the person. 600-15
Neglect
For this General Order, the failure of a parent, guardian, or caretaker to provide goods or services, including medical services, which are necessary to avoid physical or emotional harm or pain, to a person unable to provide such goods or services for oneself, excluding failure caused by financial inability unless relief services have been offered to the caretaker and refused. 600-15
Vulnerable person
For this General Order, a person who is a child, disabled adult, or elderly
person. 600-15
CI’s Regular use
CI’s who do not meet the regular use of Defendant Ci and Restricted CI. Regular CI’s may or may not receive payment. 600-16 pg.2
Defendant CI’s
Under arrest and have charges pending or are charged in a criminal investigation and do one or more of the following:
a. Provide info on suspects or criminal activity unrelated to the case in which CI is implicated.
b. provide info on co-defendants related to the case in which they are implicated.
c. perform investigative activity under direction and control of investigator.
Written contract from the prosecution is required or permission from court.
Defendant CI payment must be approved by Commander upon written justification provided by squad lieutenant. 600-16
Chokehold
A neck restraint that includes any pressure to the throat or windpipe, which may
prevent or hinder breathing or reduce intake of air. 600-17
Deadly Force
Force intended or known to cause or in the manner of its use or intended use is
capable of causing death or serious bodily injury. 600-17
De-escalation
Using techniques to stabilize the situation and reduce the immediacy of the
threat, so that more options and resources are available to bring about a successful resolution to an encounter with a non-compliant individual. The goal of de-escalation is to gain the voluntary compliance of individuals, when feasible, thereby eliminating the need to use force in response to resistance. 600-17
