Interlocking
A technique used to accomplish the arrest or restraint of a violent person by handcuffing the wrists and ankles together behind the back.
Positional Asphyxia
An impairment of the respiratory system due to body positioning that results in the reduction of oxygen or the increase of carbon dioxide in the bloodstream and tissues.
Systematic Search
A thorough search of a prisoner including removing the prisoner’s shoes and socks for inspection.
Transgender
An umbrella term that describes individuals whose gender identity is different from their assigned sex at birth.
Terry Frisk
temporarily detains a person without probable cause because the officer has a reasonable suspicion that the person has committed, is committing, or is about to commit a crime and has a reasonable belief that the person may be armed and presently dangerous, the officer may perform a limited protective search for weapons of the outer clothing and of those areas which may be within the suspect’s wingspan and therefore pose a danger to the officer.

Active Aggression
A threat or overt act of an assault (through physical or verbal means) coupled with the present ability to carry out the threat or assault that reasonably indicates that an assault or injury to any person is imminent 500-11
Arrest Warrant
A written order from a magistrate commanding a peace officer to take the person accused of an offense to be dealt with according to law (e.g., “to-be” warrant, pocket warrant, capias, or parole revocation warrant). 500-19
Elevated-Risk Execution
The service of an arrest or search warrant under conditions in which the risk factors for resistance are sufficient to require service by officers with recurrent tactical training. 500-19
Forced Entry
As part of the warrant service process, a tactic for gaining access to a fixed structure by breaching or otherwise defeating latches or other devices used to secure the property from intruders (e.g., kicking or using a ram to open a door). 500-19
High-Risk Execution
The service of an arrest or search warrant under conditions in which risk factors for resistance are sufficiently high to require service by SWAT. 500-19
