Annapolis Convention Sep. 1786
meeting to discuss reform of the Articles of Confederation, 5 states present

Representation, Large vs Small (biggest conflict)
William Patterson submits New Jersey Plan which strengthened Articles of Confederation - representation is equal
THE GREAT COMPROMISE July 4, 1787
developed bicameral legislature, House of Representatives, rep in lower house is based on population; rep in upper house would be equal

North - taxation not representation
South - representation not taxation

3) Commerce
North wants protection from foreign competition
South feared that north would pass unfair trade laws & wanted 2/3 veto power
Solution: trade laws w/ simple majority, cannot tax exports, new govt still needs to be ratified, 9 states can ratify the constitution
