3 Stages relating to clan labs
•Extraction
Finished drug or precursor is removed from raw (possibly plant) material by use of chemical solvents.
•Conversion
One form of a drug is changed into a more desirable form.
•Synthesis.
Raw materials are combined through chemical processes to produce the desired drug. The original materials may already be controlled substances
Clab Lab Indicators- Outside
- chemical odours (sweet, bitter, or ammonia)
- exhaust fans running at odd times
- frequent visitors at odd hours
- windows blackened, curtains drawn
- unfriendly occupants
- access to property denied to landlords
Clab Lab Indicators- Inside
- laboratory glassware
- containers with two layers of liquid in them
- used coffee filters
- hot plates
90 Second Rule
Assumes that if offender(s) are present and moving inside the Laboratory then the atmosphere will sustain life.
Assumes that the IET (wearing the minimum level of PPE for the IET) may safely enter and extract suspects for a period of up to ninety seconds.
Entry Into Clan Lab- Unplanned Entry
- immediately remove persons of interest from the premises;
- isolate the site and maintain a safety perimeter;
- preserve the crime scene;
- notify Duty inspector
- seek advice about decontamination procedures
- separate staff who entered address
- seek medical advice if you experience any adverse effects.
Entry Into Clan Lab- Planned Entry (factors to consider)
- Whether it is an active or inactive laboratory;
- The number and nature of o enders or others present in the laboratory
- The laboratory location;
- Proximity to persons or property;
- Type / size of Laboratory ;
- Firearms / weapons / booby traps.
Safety Considerations
- Leave the area immediately.
- Never touch, taste or smell.
- Do not attempt to stop the chemical reaction.
- Do not shut off the water, smoke, use radio, electronics, re enter or try do anything!
Safety Equipment Minimum PPE
- Flame retardant overalls;
- Chemical & Flame resistant coveralls;
- Boots;
- Fire resistant gloves;
- Balaclava;
- Police SRBA vests;
- APR’s with Air lters. (CF32A2B2E2K2-P3)
Immediate Priority fir IET in Clan Labs
- Ensuring their own safety;
- Protecting other team members;
- Removing o enders from the laboratory;
- Protecting the community and environment.
Initial Action for Kids in Clan Lab
O/C of investigation will coordinate:
- removal of CYP from immediate scene
- assigning an officer to look after and monitor the CYP
- provision of age appropriate explanations
- assessment of CYP
- coordinate with OT
- distribute suitable PPE
- photograph CYP
- decontaminate CYP
- prelim with CYP
- briefing social worker
Emergency power in relation to s103 of the Hazardous Substances and New Organisms Act?
Powers of entry for inspection.
Any officer may at any reasonable time, with consent:
- go in on under any premise
- inspect/monitor
- determine the nature of a substance in the premise
- take samples
Section 135 “Emergency’’ means: in HSNO ACT
(a) Actual or imminent danger to human health or safety; or
(b) A danger to the environment or chattels so significant that immediate action is required to remove the danger
— arising from a hazardous substance or new organism:
Enforcement officer” includes any member of the Police, and any Chief Fire Officer or person exercising the powers of a Chief Fire Officer
Section 136- Declaration of Emergency HSNO
Where any enforcement officer has RGTB that there is an emergency (, all powers set out in sect. 137 should be exercised.
The enforcement officer should declare a HSNO emergency

• Enter, • Exercise any power of 103, • direct any person to o stop activity, o leave any place, o prevent entry • Destroy any property to prevent, limit emergency • Secure site for up to 24 hours.
