They argued that he British had come to take advantage of their authority in North America, and the Americans saw that it was important for the Province of Quebec to be represented by a legislative assembly.

A group of officials who may formally pass laws.

No, regardless of any attempts to rally the Canadiens, the Americans entered war with Great Britain.
