History of LAA - How it came to be

A
  • internal self-govt, resolve poor housing and unemployment
  • rapid immigration, housing shortages, problems associated with overcrowding
  • required large scale development
  • clear that private land ownership was a hindrance to rapid industrialisation and housing construction
  • Short-lived Merger/ Constitution –> protection of right of property and adequate compensation
