3.9 Refueling Operations

  Penetration flow path(s) providing direct access from the containment
  atmosphere to the outside atmosphere may be unisolated under
  administrative controls.

Answer 1

Penetrations in the following status:

a. Equipment hatches closed and held in place by four bolts or, if open, Containment Air Filtration (VFS) is FUNCTIONAL and in service
b. One door in each air lock closed or, if open, VFS shall be FUNCTIONAL and in service
c. The containment spare penetrations closed or, if open, VFS shall be FUNCTIONAL and in service
d. Each penetration providing direct access from the containment atmosphere to the outside atmosphere is either:
1. Closed by a manual or automatic isolation valve, blind flange or equivalent or
2. VFS FUNCTIONAL and in service

APPLICABILITY: During movement of irradiated fuel within containment

ACTIONS
NOT MET, IMMEDIATELY suspend movement of irradiated fuel within containment.

One VFS exhaust system shall be FUNCTIONAL

APPLICABILITY: During movement of irradiated fuel in the fuel handling building

ACTIONS
Required VFS system not FUNCTIONAL, IMMEDIATELY suspend movement of irradiated fuel in the fuel handling building.
