What is the Planning phase?
The first step in the resource allocation process – Controlled by the Under Secretary of Defense (Policy). The purpose is to develop top-level policy guidance.
What is the means of providing budget authority for program funding?
Appropriation.

Planning Phase
What are the four primary reasons why programs lose funding.
- Scarcity of financial resources
- Questionable need for the program

Describe the concept of Continuing Resolution.
- If Congress is unable to pass one or more appropriations acts by 1 October (the beginning of the fiscal year), it must provide Continuing Resolution Authority (CRA) to prevent agencies whose appropriations have not been passed from shutting down.
- Provides stopgap funding to keep affected agencies operating for a specified period of time (spelled out in the resolution)
- Permits activities to operate at the current rate of operations, which is usually based on one of the following levels
- prohibits new starts
- Rates of obligation are usually limited and may impede planned ramp-up of program efforts.
