Who shall be responsible for maintaining this document.
The Deputy Chief of Emergency Operations
Who shall be responsible for:
- Overall accountability of personnel under his/her command at the incident scene
- Using the personnel accountability system, as adopted by TFD in conjunction with the TFD Incident Management System Plan, to account for the location and assignment of all companies, teams and other resources
- Assigning the Accountability Officer over the tactical channel
- Completing a PAR prior to standing down the RIC
The Incident Commander
Who shall be responsible for maintaining the accountability system for personnel at an incident scene as directed by the Incident Commander.
The Accountability Officer
Who shall be responsible for maintaining an awareness of the location and assignment of those personnel working for or with them.
Company Officers/Team Leaders
Who shall be responsible for maintaining an adequate supply of spare personnel accountability components at battalion offices.
Incident Safety Officers
Helmet Shield. 3”x5” heavy plastic shield with zone and company (e.g.; 80-L-2). Color-coded as follows:
officers - white, firefighters - yellow, paramedics - orange, HazMat - green, Safety - blue.
Roll call of all personnel assigned to crews and sectors identified and organized by the Incident Commander for the purpose of confirming the accuracy of the accountability system and/or determining the identity of a lost/trapped firefighter.

Expanding IMS Accountability
- Whenever the Incident Commander divides an incident by establishing a group, division or section, the Incident Commander also shall expand accountability by providing that new IMS division with an accountability board and an Accountability Officer.
- Personnel assigned to groups, divisions or sections shall transfer their ID tags from the Incident Commander’s accountability board to:
