Who shall be responsible for maintaining this document.
The Deputy Chief of Emergency Operations
Who shall be responsible for:
- Activating the TFD Operations Center (FDOC) in response to a major disaster and/or other major emergency
- Understanding the roles and responsibilities assigned to their respective bureaus, divisions or battalions
- Being prepared to carry out those roles and responsibilities
- Supporting emergency operations in accordance with the guidelines set forth in this document
TFD Command Officers
Who shall be responsible for:
- Confirming the existence of a situation that warrants activation of the FDOC
- Determining the need for and recalling additional staffing as necessary to continue TFD operations
- Ensuring that an FDOC liaison is functioning at the incident command post(s)
- Starting resource management, including preparing reserve apparatus and equipment for service as necessary
- Determining apparatus needs and activating such apparatus as deemed necessary
- Determining personnel resource needs and selecting reporting locations for recalled personnel
- Initiating personnel recall as deemed necessary
- Making personnel assignments as necessary and appropriate
TFD Command Officers responding to the FDOC
Who shall be responsible for:
- Managing communications operations
- Making decisions regarding deployment of resources to the incident scene
- Advising Command Officers regarding the need to activate the FDOC in response to a major disaster and/or other major emergency
The Fire Communications Supervisor
Who shall be responsible for:
- Managing the short term deployment of TFD resources during both normal and unusual conditions
- Notifying Command Officers of a major disaster or other major emergency in a timely manner and in accordance with the guidelines set forth in this document
Fire Communications Center (FCC) personnel
Who shall be responsible for assisting with media relations and internal department communications.
The Public Information Officer (PIO)
Who shall be responsible for acting as TFD’s liaison to Water Department personnel at the incident scene.
The Water Control Officer, if assigned,
Major disaster/major emergency:
Situations involving 2 alarm or larger fires and/or when 80% of TFD response companies are simultaneously out of service for more than 15 minutes due to emergency activity.
Recall.
An order from a TFD Command Officer to TFD off-duty personnel to report to work at an assigned location.
The following situations could cause the activation of TFD’s Operations Center (FDOC):
a. One major incident affecting a localized or widespread area
b. Two or more working incidents that cause high demand for resources at different locations
c. Numerous simultaneous incidents causing a peak demand on TFD’s entire response system
2. The Fire Chief or the designated acting Fire Chief also may activate the FDOC at his/her discretion as circumstances warrant.
All Command Officers shall be issued an “Emergency Operations Manual” that contains:
a. Resource lists
b. Personnel phone lists
c. Assignment rosters
d. Evacuation shelter sites
e. Other pertinent emergency operations information
The purpose of the FDOC is bring appropriate Command Officers together at a central location to:
a. Analyze the emergency situation
b. Determine what TFD, other city department and/or external resources are needed
c. Place additional apparatus in service as deemed necessary
d. Recall off-duty personnel resources as necessary and appropriate
e. Create policy regarding TFD response and management of the emergency
f. Prioritize responses and resources as necessary and appropriate
g. Select Command Officers and/or TFD emergency management personnel to staff the City of Tacoma’s Emergency Operations Center (COTEOC) when it is activated
h. Liaison with the COTEOC when it is activated

TFD Headquarters
The TFD Training Center
- ___________shall have direct responsibility for the delivery of all emergency services in accordance with TFD’s IMS plan.
- Who shall:
a. Respond to the emergency scene to analyze the situation and assume command as necessary
b. Ensure that adequate resources are deployed to provide and manage emergency services according to the needs of the situation(s)
c. Provide liaison officer(s) to the FDOC for progress reporting
d. Provide additional Command Officers as needed to the FDOC to initiate recall of off-duty TFD personnel - The FCC Manager shall report to:
- The Emergency Operations Bureau
- The Deputy Chief of Emergency Operations, the Assistant Chief of Operations and/or the Assistant Chief of Emergency Medical Services
- the FDOC.
Who shall report to the FDOC to:
a. Assist with situation analysis, policy making and support activities as needed b. Ensure that-- i. Reserve engines and ladders are deployed as available ii. Supplies and equipment are delivered to the incident scene(s) as needed
