The Deputy Chief of Emergency Operations or his/her designee
Who shall be responsible for:
- Initial size-up, including assessment of known life hazard and personnel safety risks
- Ensuring that TFD personnel adhere to the Two In/Two Out requirements except as otherwise allowed by WAC 296-305-05001 (11)
- Assigning personnel to a designated Rapid Intervention Crew (RIC)
The Incident Commander
Who shall be responsible for remaining available and prepared to perform rescue and/or other emergency assistance to firefighters operating within the hazardous area until additional resources arrive.
The Initial Rapid Intervention Crew (IRIC–two out)
Who shall be responsible for standing by at an incident in a state of readiness to initiate action to find or rescue lost/trapped firefighter(s).
Rapid Intervention Crew (RIC)
Who shall be responsible for ensuring the Safety Committee investigates and reports to the Chief on any use of the Two In/Two Out exception.
The TFD Safety Officer
The control efforts taken by the personnel and resources that are first to arrive at an incident requiring immediate action to prevent or mitigate loss of life or serious injury to citizens and/or firefighters.
Initial Stage.
Two members of the initial arriving crew who are assigned for rapid deployment to rescue lost/trapped firefighters.
Initial Rapid Intervention Crew (IRIC).
A situation in which someone can be seen or heard or where a reliable report indicates that someone is still in the structure and immediate actions are required to prevent loss of life or serious injury.

Interior structural firefighting involving any fire that is creating a hazardous area requires:
