- formed 1865
- wanted universal male suffrage - not achieved in 1867 (franchise 2.46 million)
- demonstrations were assertive yet respectable with ex-chartist and trade unionist support

- 1864 national reform union - wanted to extend franchise to all male ratepayers
- liberal employers e.g. Samuel Morley
- Cobden, founder of ACL, series of speeches promoting reform in 1858 (failed to get public support)

legacy of 1832
A
- limited franchise of 650,000, £10 owned land or £50 rented, 18% of males
- 42 new boroughs created - new issues of health/ education created
- reform became impossible
- workers disappointed, Lovett and chartists used this disappointment to keep reform cause alive, call for universal suffrage over 21
- 1832 only appeased the middle class
- increased participation of middle class in politics e.g 1835 municipal corporations act
- no of contested seats 30% before 1832 and 50% after.

- 1859 liberals returned to power and Palmerstone focused on foreign policy
- death of Palmerston 1865 leading to Russell taking over
- 1864 Gladstone said that all male rate payers should be able to vote
- Russell and Gladstone brought issue forwards
- 1866 bill defeated and gov resigns
- Tory gov under Disraeli had no choice but to reform as they were losing votes in old system
