800 Mhz - analog/digital hybrid
20 trunked / 1 controlled channel
shared with fire : City schools, community college
can also access: SD- Imp Cnty regular communication system
Can communicate with over 50 other LE
also shares with Public service- Gen svc, trans, park and rec, water
NO EXPECTATION OF PRIVACY even during encrypted talk
Talk groups
250 talk groups in its fleet maps
when selecting talk groups
- assigned area
- what t/g assigned to unit thy are contains
- the t/g used at the assigned inc
- the t/g assigned to geo area
IQ = shared IQ2 = PEO (or officers w/ permission from IQ dispatcher
- will advise the are c4 prior to switching to IQ
- MCT rqsts are to be sent to IQ1 - dispatcher at RC10

Types of checks:
10-29 local 10-29 NCIC - teletype - SDP 037100 record check - local only C37 M, C27 F, C37B Will NOT ask if C4 10-35 =10-4, C4, 10-88 if no response = cover unit dispatched

Towrqsts: most thru MCT, 11-85 Expedite
MISC: comm div supervisor must approve any unusual rqsts

- nt to be used for personal msgs
- critical inc should move to tac
ranking officer on scene should rqst (only those assigned) advise when clear
inv tac’s 14d-25d = digital / encrypted (portable and mobile radios)
disp can monitor via portable radio in radio room
can be reserved prior to event o without notice

city tac 1 = reserved for electronic tracking system
city tac 2= reserved for MFF
city tac 3= uniformed GST , if D at end = digital - encrypted
invops tac - reserved for spec inv units - working op’s with proactive investigators
officers GENERALLY prohibited rom using invops for routine operations.

CLEMARS
Ca law enforcement aid radio system
- provides common police radio t/g
- for state wide by state/ local le
- during disasters/ other emergency
- RESTRICTED to approved uses
- use agency, unit id, on XXXX CLEMARS
- used for mutual aid/ emergency multi - jurisdictional
- out of city incidents - **Need supervisor approval

all pub safety ageciesusing city of sd 800mhz have 3 mai t/g in common:
–SDMA10, SDMA20, SDMA30- they are located in zone LE3
contacting other LE agencies

mode LE n cmd (north of 52)
mode LE s cmd (south of 52)
mode LE e cmd (east of Alpine)
can go to a LE tac
units are NOT to use BLUE1 AND BUE 2 unless directed
not a hailing channel
REQUIRED:

- gen prohibited to extend trans that tie up other agency’s transmission line
-lac cc only in dispatch centers, not on portables
- u/c will not have t/g in common with other LE agencies - Use conventional zone (CONV)
- ICALL/ Itac 10-4 = Universal freq to all LE
- ICALL then move to tac

USE of multi-agency patching
- Use own ID and Agncy name
- only for interagency communication - no casual convo
- must have approval of communication lead
- notify if planned event
- highly discouraged to patch primary t/g form 2+ agencies
- when initiated by another agency: switch to patch”- don’t switch back to primary to update, don’t talk unless important, pd dispatcher will NOT coordinate units
- decision o retain dispatch control will be determined by disp lead
field officers/radio will speak in clear speech n0t codes to avoid confusion/ misinterpretation
Proper radio procedures
FCC regulates communication division: disp to primary will notify users notify sgts if missed calls improper radio trans will be documented assigned to special op E and priority 1 calls not to be held 2 are dispatched in 15 minutes disp will notify field sup if 3+ officers assigned to CAD incident use radio codes use 10-4, "OK" prohibited Affirm / neg , "yes" "no" - gen prohibited no street vernacular have discretion to monitor IQ 1 / 2 and disp 2

Can request originating dispatch to notify other agencies to monitor activity

dispatch will not ask C4 - it will be handled as calling for cover

Field units - assumed available unless prior notice given to communication
if on 11-50 and priority 1 or E - 11-5 will be told to be dropped

all must advise when 10-97
if instructed to 10-22 - don’t continue
if only 1 officer assigned to inc - off will be told no cover - officer will proceed only as far as necessary to determine if cover is needed.

refrain saying “it appears to be c4” without knowing
sup dispatched on calls rqring 3+ officers
begin talking using “unit”
use identifier / unist designator
advise purpose of 10-7 and when 10-8
