The best technic is to place the safety belt on top of the bolt. This way the belt will hold on to the bolt while the line man is positioning the cross arm hole and bolt to teach other.

A

First it is important to maneuver yourself to a side so that your arms motion is more effective and easier then grabbing the hammer with both hand.
