A

Advantages;
Large scale so the whole problems of the city can be tackled
Governments can pass laws that are beneficial and can change people’s behaviours

Disadvantages;
Imposes challenges on people that may not like it
City governments get biased toward the need of big business
Expensive and overcomplicated (go over budget)
