Law of Municipal Boundaries in April 1931
- sought to promote use of local labour, rather than imported labour, on the land
Where was agri struggles worst?
Andalusia, Southern Spain some of the worst social conditions in Europe - espc. vast estates = Latifundia
What other law did the gov pass to help agri?
Agrarian Reform Law in September 1932
- any farms over 56 acres had potential to be nationalised by the gov
- land would be redistributed from large landowners to ordinary peasantry
+ those who owned land were then required to cover cost of the policy, instead of gov, + maintain wage costs of agri workforce
Positives of agri reforms?
Initial support from impoverished peasant class
+ first 18 months conservatives failed to co-ordinate their opposition
Negatives of agri reforms?
ultimately fell victim to econ conditions
failed to offer full blown nationalisation wanted by Repubs
lack of gov funding to make policy practical in the long term
ignored small, northern farms
failed to please either side - rw fear + unrest vs. lw frustration
long term: agri/working class angry w cautious policies + landowners hostile to new agri policies
