-appointed 1886
-banned planned unemployment protest in Trafalgar Square
-when protesters ignored the ban, he deployed thousands of police + army
-many injured + 1 protestor died

-when Jack the Ripper struck in 1888, Warren ordered increase in patrols
-> failure to catch murderer cost him his job
