He rose state militias, 2 prisoners put to death, but he then pardoned them (first time he had done so)

U.S declared neutral in French revolutionary war (1792-1802), Jay treaty 1794 (effective 1796) meant that British opened WI to trade with U.S
How had attitudes towards NA changed over his 2 terms?
Went from peace to hostility, NA were covertly armed by British, new republic had little sympathy, largely excluded from rights and privileges of citizenship

Lack of unity and weak central govt, believed too much democracy caused social decay, worried about trade and settling around Appalachian mountains

Signed treaty of paris, DOI, treaty of alliance with France and U.S constitution- only founding father to have done this, served constitutional limit of 3 terms as president of PA (1785,6 and 7)

3k given freedom and land in Nova Scotia, some absorbed in British army, in 1790 there were 60K free blacks
How was the situation regarding slaves bad?
1/6 Americans slaves (694K in 1790), Washington banned blacks from service, 20k black loyalists - resettled to WI, free blacks faced segregation and discrimination
How was situation regarding women good?
20k women worked with military, higher priority on education

Still expected to stay in domestic sphere, mot allowed to vote, still patriarchal social order
