17. Airspace Mangement (ASM) - ATM1 Flashcards

1
Q

What is ASM?

A

Airspace Management (ASM) – is a planning function.

Primary objective of maximising the utilisation of
available airspace by dynamic time-sharing segregation of airspace (short-term)

In future:
A strategic function (with infrastructure planning).

Q

What is FUA?

A

Flexible Use of Airspace

The basis for the FUA concept is that airspace should no longer be designated as either military or civil airspace, but should be considered as one continuum and used flexibly on a day-to-day basis.
Any necessary airspace reservation or segregation should be only of a temporary nature.

An airspace management concept described by ICAO and Developed by EUROCONTROL.

The 3 levels of FUA?

A

FUA LEVEL 1. Strategic - National & International Agreements
FUA LEVEL 2. Pre- tactical - Short Timescale

Q

Airspace reservations

A

Airspace reservations shall be of a temporary
nature
, applied only during limited periods of time and based on actual use of airspace;
• applied across national borders and/or
• the boundaries of Flight Information Regions
(FIR);
ATS units and airspace users shall make the best
use of the available airspace

Q

What is an AMC?

A

AIRSPACE MANAGEMENT CELL - AMC
A joint civil / military cell responsible for the day-to-day
management and temporary allocation of national or sub-
regional airspace under the jurisdiction of one or more
ECAC State(s).

Q

What is a AMC-Managable area?

A

An area subject to management and allocation by an AMC
at ASM Level 2 and either:
Formal structures entitled “TRAs or TSAs” or
Restricted and Danger Areas that are manageable at ASM
Level 2 in the same way as TRA / TSAs.

What is a TAA?

A

TEMPORARY AIRSPACE ALLOCATION PROCESS

allocates airspace of defined dimensions for temporary
reservation / segregation (TRA/TSA) or restriction (D/R) and
identified more generally as an “AMC-manageable area” in AIP
ENR 5.
The TAA process permits activities requiring temporary
reservation to be allocated on the day before operations so as
to allow the Airspace Management Cell (AMC) to make
available, if required, Conditional Routes (CDRs) established
through them outside their planned hours.
The planned activity and conditions for the use of TRA/TSA and
AMC-manageable D or R areas will be published daily in the
national “Airspace Use Plan” (AUP).

What is a TRA?

A

TEMPORARY RESERVED AREA

is a defined volume of airspace normally under the
jurisdiction of one aviation authority and temporarily
reserved, by common agreement, for the specific use by
another aviation authority and through which other traffic
may be allowed to transit, under ATC clearance.
In the context of the FUA Concept, all TRAs are airspace
reservations subject to management and allocation at ASM
Level 2.

What is a TSA?

A

TEMPORARY SEGREGATED AREA

is a defined volume of airspace normally under the
jurisdiction of one aviation authority and temporarily
segregated, by common agreement, for the exclusive use
by another aviation authority and through which other
traffic will not be allowed to transit.
In FUA, all TSAs are airspace reservations subject to
management and allocation at ASM Level 2.

What is a restricted area?

A

An airspace of defined dimensions, above the land area
or territorial waters of a State, within which the flight of
aircraft is restricted in accordance with specific
conditions.*ICAO
In the context of the FUA Concept, some Restricted
Areas are subject to management and allocation at ASM
Level 2 are established at ASM Level 1 as “AMC-
Manageable Areas” and identified as such in AIP.

What is a danger area?

A

An airspace of defined dimensions within which
activities dangerous to the flight of aircraft may exist at
specified times.*ICAO
In the context of the FUA Concept, some Danger Areas
subject to management and allocation at ASM Level 2
are established at ASM Level 1 as “AMC-Manageable
Areas” and identified as such in AIP.

What are conditional routes?

A

ATS routes that are only available for use and flight planning
under specified conditions.
A Conditional Route may have more than one category, and
those categories may change at specified times:
• Category 1 Conditional Route (CDR1) are available for flight
planning during times published in the relevant National
Aeronautical Information Publication (AIP).
• Category 2 Conditional Route (CDR2) may be available for
flight planning. Flights may only be planned on a CDR2 in
accordance with conditions published daily in the CRAM.
• Category 3 Conditional Route (CDR3) are not available for
flight planning at all. Flights must not be planned on these
routes but ATC Units may issue tactical clearances on such
route segments.
