- predict as there s limited technology and equipment available
- prepare with food/water stocks, medical equipment and shelter

- more dense areas are harder to evacuate
- buildings more tightly packed will have a greater impact if they collapse

- inaccessible and isolated areas are harder to reach with aid and supplies
- people are less able to communicate
- infrastructure quality is lower
- fewer facilities such as medical assistance
