1.4 Resilience and Vulnerability Flashcards
What is a hazard
An event which has the potential to cause harm to the environment, people or economy
What is a disaster
A serious disruption to the functioning of a community or society involving widespread SEE losses and impacts which exceed the community’s ability to cope
What is vulnerability
How susceptible an area is to damage from a hazard event
What factors affect vulnerability
- development levels
- population density
- size of the hazard
- preparation and planning
What is the hazard risk equation
Vulnerability and capacity to cope affect the risk to people, the environment and economy
Risk = (hazard x vulnerability) /capacity to cope
What is resilience
The ability to withstand or recover quickly from a tectonics event
What factors affect resilience
- building construction
- corruption levels
- education
- emergency services
- healthcare system
- wealth
- infrastructure
- urbanisation
- population density
What is the Pressure and Release Model (PAR)
A model considering the socio-economic context of a hazard
PAR model - what are the root causes of vulnerability
Limited access to:
- power
- structure
- resources
Ideologies
- political system
- economic system
PAR model - what are dynamic pressures
Lack of:
- local institutes
- training
- appropriate skills
- local investment
- local market
- media freedom
- ethical standards
Macro forces:
- rapid population growth
- rapid urbanisation
- arms expenditure
- debt repayments
- deforestation
-decline in soil productivity
PAR model - what are unsafe conditions
Fragile physical environment:
- dangerous locations
- unprotected buildings and infrastructure
Fragile local economy:
- livelihoods at risk
- low income levels
Vulnerable society:
- special groups at risk
Public actions:
- lack of preparedness
- endemic disease
