Government by proxy

Discretionary Authority
The extent to which appointed bureaucrats can choose courses of action and create policies that are not previously spelt out by law.
Competitive service
The government office where people are appointed on the basis of merit, as ascertained by a written exam or checking criteria

A network of people in Washington based off interest groups congressional staff universities think tanks and media whom regularly discuss and advocate policy

Legislative permission to begin or continue a government program or agency
Appropriation
A legislative grant or money to fund a government agency or group
Trust Funds
Funds for government programs collected and spent outside the regular budget
Committee clearance
The ability of a congressional committee to approve or review certain agency decisions without passing law
Legislative Veto
The power of congress to block a presidential action after it has taken place. This has been deemed unconstitutional by the Supreme Court

Complex bureaucratic procedures you must go through to get something done.
Bureaucracy
A large complex organization composed of appointed officials.
