Attitudes regarding reparations of Germany
A
- USSR suffered damage so wanted to extract as much as possibly
- GB and USA wanted them to be economically safe so they could pay for imported food etc

A
- Take reparations from zones
- GB and the USA gave 10% of theirs to USSR and further 15% in exchange or a supply of food and materials from the Soviet zone
- Soviets gained extra 25%

- As prior border gave too much territory to Poland

A
At the Moscow Conference in December 1945, the Soviets agreed the the establishment however insisted it should report to the Security Council and not the Assembly so the Soviets could use their veto power

A
- Mistrust between the powers
- USSR wanted complete destruction however USA denied
- USSR then vetoed plan for commission

- Realised no long term plan for Germany
- FP focused on anti communist Soviet stance
- He supports agreements at Potsdam but in the short term realised it weakened Germany without any long term plan
