A
  • They had no lawful authority as they were not appointed by the Tsar unlike the PG, or elected by the people
  • They had little influence over the countryside
  • The PSs support of the PG showed they were not willing to prioritise the workers
  • The leading Mensheviks were reluctant to take control, believing that Russia was not ready yet for revolution
17
Q

What was Order No.1 ?

A

Ordered by the Petrograd Soviets, the decree instructed that soldiers could only obey the Provisional Government as long as it didn’t go against any of the Soviets decrees.

18
Q

Why was Russia’s Government in a state of paralysis under the Dual Authority?

A
  • Both sides disagreed often and Order No.1 prevented the military from being used on the Soviets
  • The PG could not end the war as they relied on loans from France for their survival
  • The PG kept postponing the Constituent Assembly, knowing that the more popular Social Revolutionaries would win
  • The majority of PS (Social Revs + Mensheviks) believed their main task was the protect the workers, rather than continuing the revolution
