What are the responsibilities of the Client during a notifiable project?
Appoint a competent CDM Co-ordinator and competent contractor as Principal contractor.
Be satisfied that CDM Co-ordinator, designer and contractor are competent
Pass on pre construction information
Ensure project is managed SFAIRP to avoid risks.
Ensure welfare facilities are available during construction and sit is safe.
Ensure work does not start before construction phase plan is in place.
What is the criteria for a project to become a notifiable project under CDM?
Projects last over 30 days or with 500+ people involved.
Projects require formal plans and files, the appointment of a CDM Co-ordinator, Designer and Principal Contractor.
Demolition work must always have a method statement.
What are the responsibilities of the Designer?
Ensure client is aware of duties before preparing design
Ensure SFAIRP design avoids foreseeable risks to construction/cleaning workers
Ensure SFAIRP design includes info about structure/materials that may be affect H&S
Co-operate with CDM Co-ordinator
Ensue building complies with workplace regs (H&S welfare).
What are the responsibilities of the CDM Co-ordinator?
Ensure SFAIRP that the design includes considerations &info required via the duties on designers.
Co-ordinate early design work
Ensure co-operation between designers
Advise client and contractor on competency and provision of adequate resources in appointments
Ensure H&S files is delivered to client on completion of the project
Notify HSE on form 10 unless it a domestic client in which case it’s the Principal contractors responsibility
Manage early H&S communication
Liaise with principal contractor re: ongoing construction
What are the responsibilities of the Principal Contractor?
Planning, managing and monitoring all construction work
Preparing construction phase plan for notifiable projects
Ensure contractors comply with rules in construction H&S plan
Liaise with contractors in developing plan and provide with relevant parts of plan
Arranging site inductions and any further training/info required
Consulting with workers
Liaising with CDM coordinator re: ongoing construction
Ensuring site is secure at all times
Ensuring the safety of all on site (Inc. visitors)
What is pre tendering information?
A collections of information which contractor would need to be able to put in to realistic tender to complete the construction project. It’s complied by the CDM coordinator I.e. Site access, exiting hazards, details of work.
What is the construction phase safety plan?
Developed by the principal contractor
Must include:
Risk assessments
Welfare arrangements
Emergency procedures
Site ruled
Sire security measures
Document should show how the principals contractor is going two manage the project and highlight key risks.
Plan has 3 distinct parts
Project description
Safety management
Dealing with site specific hazards
What is the health and safety file?
Document completed at end of job and provided to client allowing them to mange, maintain, repair and demolish the structure in the future.
It contains:
Maintenance information
How it was built
As built drawings
Any services in place
Materials used
Manufacturers manuals for all fittings and fixtures
