What happens when a new law is considered?
A green and white paper is produced
What is the green paper
a goverment publication that details specific issues and then points out possible courses of action, suggestions will be up for debate
what is the white paper
issued by the government, proposals from the GP will be set out as well as proposals for legislation changes or introduction of new laws
What is the government process of a new law
- HOC - first reading, second reading, committee stage, report stage, third reading
- Repeated in HOL
- Considered for amendments
- Royal assent
What happens in the first reading
formal announcement of main aims
what happens in the second reading
main debate and a formal vote
what happens in the committee stage
bill is examined, used to address issues
what happens in the report stage
committee reports back with proposal of amendments
what happens in the 3rd reading
final chance to amend, House either passes or rejects the bill
what does the royal assent do in the goverment process of new laws
The monarch signs the bill which become a royal assent, this is monarchs agreement to make the bill an act of parliament
