How are examination bulletins distributed?
Statewide.
Describe exam bulletin colors.
Pink: Promotional; White: Open statewide; Blue, Open continuous filing; Green: open spot.
What is the allowed testing frequency for PSDs and Cadets?
PSDs can test once every 24 months. Cadets applicants can have one active application in a six month period.
What are career credit examination points? Describe.
Career Credit Points; for open, non-promotional exams. Three points added to score for those with permanent civil service status. Does not apply to managers.
What are seniority examination points? Describe.
Seniority Points; for all uniformed promotional exams. One quarter point added to score for each full year in grade at the prior rank. Time is calculated from date of appointment to date of written exam, or final filing date if no written exam given.
What are veteran examination points? Describe.
Veterans Points; for open entrance exams, not for promotional exams. In general, 5 points given; 10 or 15 for disabled veterans.
Describe uniformed promotional eligibility for each rank. .
Sergeant; 36 months performing duties of officer (24 months enforcement). Break-in period does not qualify.
Lieutenant; two years performing duties as a sergeant.
Captain; two years performing duties as a LT.
Assist Chief; one year performing duties of a captain.
Chief; one year performing duties of an assist chief. Can take test after 6 months as A/C.
What is a deferred examination?
An examination scheduled for a competitor who cannot be scheduled during the normal examination time. Examples are religious or military obligations.
Can a telephone interview be used in lieu of a deferred examination?
Yes. Exam representative must be present with applicant to ensure identity, no unauthorized notes being used.
Examination security is the responsibility of whom?
All departmental employees. Any knowledge of a breach in exam security shall be reported to the immediate supervisor.
What level of approval is needed to fill or reclassify job positions?
Commissioner approval. Commanders can fill open positions for dispatchers.
A Limited Term assignment is for up to how long?
One year with a possible one year extension. No civil service rights apply.
What are the drug use restrictions for non-uniformed applicants?
Disclosure of illegal drug use within 2 years is disqualification. For sensitive positions, use of illegal hard drugs (heroin) within 5 years is consideration for disqualification.
Does a non uniformed applicant have to be a US citizen or California resident?
No.
When does a non uniformed applicant investigation, including fingerprints, have to be conducted?
Prior to the conditional offer for employment.
When are medical examinations and health questionnaires obtained from non uniformed applicants?
After the offer for conditional employment.
What is the maximum amount of hours a retired annuitant can work in a fiscal year?
960 hours.
Can uniformed classifications be filled with retired annuitants?
No.
Permissive reinstatement is at the discretion of the ____________________.
Commissioner.
Can you permissive reinstate if you left while on probation?
Yes.
What type of separations would be eligible for permissive reinstatement?
- Resignation.
- Service retirement.
- AWOL
- Termination from limited term, temporary, career executive assignment, or exempt appointment.
What positions can you reinstate to?
Same position you left, or a lower classification in the same series, or in another series with similar job duties.
How are assignments made for mandatory reinstatements?
Needs of the Department.
What types of employees can transfer from one state agency to another?
Permanent or probationary (same or similar job classifications).
Does an employee transferring to CHP have to serve a probationary period?
Yes, unless previously completed probation with CHP in same classification with no break in state service.
When an employee transfers to another agency, does he/she take accumulated leave credits?
Yes.
The Department must provide what to an employee prior to a mandatory transfer that would reasonably require relocation?
Written 60-day notice.
What is the residency requirement for Uniformed employees?
Must live within a reasonable distance from assigned command to be able to respond for emergencies.
What is the maximum travel distance from residence to work location (office) when using a state vehicle?
Commanders = 70 miles. Non-commanders = 50 miles.
How is salary “step” defined?
Five percent differential in pay.
Who is eligible for flight duty pay?
Officers or sergeants assigned full time as pilots or flight officers.
Employees promoted to a new classification earn what pay increase?
At least five percent about what they were making in old classification.
Can managers earn a two-step promotion? Explain.
Yes, if required to relocate to accept the promotion. Assignment is for minimum of one year. Appropriate Assist Comm makes the determination.
In general, what salary does a permissive reinstatement come back to?
Minimum salary for that classification. Check CBUs.
Explain permissive reinstatement for uniformed employees.
They come back to the rank of officer regardless of the rank they were when they left. Salary is generally one step below the maximum for officer. Commissioner has discretion.
If an employee’s salary is reduced due to adverse action, do they still get annual Merit Salary Adjustments?
Yes.
