What is MOE?
Maintenance Organisation Exposition
What are the facility requirements?
Appropriate for all planned work, provide adequate protection from weather and contamination.
What are the personnel requirements?
Accountable manager
Nominated people responsible for ensuring compliance

Man hour plan (minimum of 50% permanent)(reviewed every 3 months)

What is a PAC?
Personal Authorisation Code.
For license.
What does a PAC do?
Specifies exact limitations and period of validity.
How must you retain authorisation of a license?
Have adequate understanding of aircraft and components.
Be involved in at least 6 months of relevant experience in consecutive 2 year period.
Undergo continuation training in each 2 year period.
For how long must a part 145 company retain information for supporting authorisation after a person leaves?
Minimum of 3 years.
What are the categories of components?
Serviceable, unserviceable, unsalvageable, standard parts and materials
What are examples of maintenance data which need to be kept up to date?
Airworthiness Directive, service bulletin, Procedures
When can maintenance instructions only be modified?
In accordance with procedure in Maintenance Organisation Exposition (MOE)
What must third party work sheets have Procedures for?
Training staff.
How long can a temporary item be fitted for?
Removed/approved within 30 hours or on return to base.
What must be kept in a maintenance record?
Copy of each CRS to aircraft operator, with any data used for repairs and modifications.
How long must maintenance records be kept for?
Minimum of 3 years from date of release.
What can be done if maintenance records are lost or damaged?
Can be reconstructed from mechanics own records and overhaul documentation.
Submitted to NAA.
What must be shown if maintenance data stored on computer based system?
Adequate security and backed up within 24 hours of activity.
What happens to maintenance records should the organisation terminate its operation?
All retained records (last 2 years) distributed to last owner or customer.
What is occurrence reporting?
Any condition that has resulted in or may result in unsafe condition that hazards seriously the flight safety.
Where is an occurrence reporting sent to ?
Authorities, design organisation, operator/owner
How quick must the quality department send a report?
Within 72 hours.
What is a closed loop system?
Reported by and feedback given to engineers.
What does a quality system include?
Independent audits (all areas in 12 month period)
Quality feedback reporting system, retained for 2 years by end of audit.
What does an MOE do?
Demonstrates how the company will comply with requirements of Part 145.
Submitted to NAA for approval.
How many parts does the MOE comprise of?
Normally 8 parts.
What make up the parts of the MOE?
Part 1- structure of company
Part 2- maintenance Procedures to be followed
Part 3- safety and quality policy
Part 4- list of contracted operators
Part 5- details of contractors and line stations
Part 6- where company holds 145, comprise Procedures used inside the company
Part 7/8- details differences between regulations where organisations hold FAR 145 as well as EASA 145 approvals
What amendment is direct approval of MOE?
Changes requiring approval by NAA
What amendment is indirect approval of MOE?
Spelling mistakes and minor amendments.
If working under the quality system what can organisations do?
Arrange for maintenance at another organisation.
What is AOG?
aircraft on ground.
What are the 2 levels of findings picked up during an audit?
Level 1- finding lowers the safety standard and seriously hazards flight safety
Level 2- finding could lower safety standard and could potentially hazard flight safety.
