What is the purpose of the radio and emergency communication centre protocols?
To provide a framework for operating Police radio network with concise, professional communications between the Field and ECC staff
What is the intent of the protocols?
To provide professional communication for the safety and well-being of frontline staff and the general public
What are the key principles of Emergency Management?
R.M.R.U.M
- Reduce unnecessary radio traffic
- Maintain staff in public safety
- Reduce workload and fatigue (Dispatcher)
- Use consistent language for clear communication
- Maintain professionalism
The command of the response to all incidents reported to the ECC is the responsibility of the ECC shift commander until when?
Until it’s passed over to the Field supervisor
What should assignments to P1 and P2 events always be?
Dispatched over the radio network, not via mobility device, For situational awareness of dispatcher and other frontline staff
What does a forward commander relate to? What does it differ from?
- A person in charge of a specific task/group and includes senior/qualified person that would take charge initially to neutralise any threat and contain the incident
F/C related to an Incident controller
- And that they are task specific, May not have overall awareness, Nor Control other elements deployed
The designated Forward commander/incident controller should not be delegated control until?
E.F.F
Until they’ve had the opportunity to
- Established an incident control point
- Familiarise themselves with incident/briefing
- Formulated a response plan
List the action to transfer command from ECC to Field unit?
- Establish a SFP
- Decide on Forward Commander designate
- Notify that unit and direct to SFP
- Unit will go 10/7 at SFP
- Phone F/C and discuss situation TENR, resources, tactics.
- F/C Ability in willingness to assume Control
- Agreed, transfer of command will occur
- Broadcast transfer and who is F/C rank and name.
- Direct attending staff to SFP and inform them of F/C
- 10/1…… is now F/C of the event. ECC retains incident control
What are the six step process for communicators?
- Summary of incident, including weapons
- Time delay
- Direction of travel
- Description of offender/vehicles
- Additional relevant info (Hazards/weapons)
Dispatcher receives the job after the event location and type determined
What happens if the Forward commander is not suitable?
Shift commander may exercise the delegated authority of the District/Commander to revoke the appointment
List the immediate action and considerations for a Forward commander
Immediate ACTION
- Assume command at the scene
- Ascertain Current situation/current info
- Identify hazards/risks
- Take action to mitigate risk and ensure safety
- Provide to ECC and other staff
- Carry out an appreciation and develop immediate response plan
- contingency/Immediate action planning (What if?)
- Brief all staff direct Activities, Confirm staff roles and responsibilities
- Record decision made
CONSIDERATIONS
- consider/action staff welfare needs
- Continually assist situation (Update appreciation)
- Consider/prepare briefing for arriving staff and phases
- Consider community impact of police response
- Establish facilities required
- Maintain ongoing Comms with ECC and staff deployed
- Establish and maintain effective liaison with other agencies
- Carry out “hot debrief” and lessons learnt
