  1. Vulnerability: >people EXPOSED in an area = >PROBABILITY affected by natural hazard.
  2. Capacity to cope: ↑coping population = ↓risk
  3. Nature:
    - Type: risk of some hazards > than others
    - Frequency: Often occurring = ↑risk.
    - Magnitude: >Magnitude = ↑risk.
