Why did Germany stop the first unrestricted submarine warfare campaign?
Because in May 1915 the passenger liner Lusitania was sunk, killing 128 passengers and created tension between Germany and the US

Why Germans believed Germany did not lose the war in 1918
- major press campaigns about the successes of the March 1918 Spring Offensive
- Germany had not actually been invaded by the enemy
- successful/ victorious treaty with Russia
- it was able to defend its Western borders
- did not know of Ludendorff’s report to the government
